NABird bird box and parts with fixed bounding box and descriptive part names

SUMMARY

The set of 11 (eleven) NABirds parts (NABIRDS/parts/parts.txt), which
are annotated in the original dataset with only a 2D point, are
expanded to bounding boxes centered at the point, extending 20 pixels
to each side.

Attributes of each part are extracted from matching CUB species and
labeled according to a putative standardized adjectival ordering
scheme
(https://dictionary.cambridge.org/us/grammar/british-grammar/adjectives-order). Thus,
each part annotation is given a species-specific 'name' field. For
example "long curved red bill" or "spotted rufous breast".

Since attribute anotations are made at the image-instance level, we
only include such an attribute if it is given to at least 50% of the
images for the CUB species.

Data is stored in COCO format, including the label "bird" around the
bird bounding box.

Each image also has a 'caption' field concatenating all the descriptive
annotated parts.
